Cost Underruns in Major Road Transport Infrastructure Projects—The Surprising Experience of Poland

This paper investigates the reasons behind surprising cost performance of road construction projects in Poland. In particular, order to explain phenomenon underruns, role regulations related national and European Union structural investment funding is verified. It shown that Poland there exist two different institutional frameworks infrastructure projects. However, case transport investment, public investor does not discriminate between sources follows optimal strategy for EU co-funded This, turn, leads emergence underruns.
